How do I find out what the proxy is at a hotspot?

Ok, not really a hotspot, but it's a local library and there are two websites that I cannot get to. One is an ftp site and another is a online dating site. The dating site times out and the ftp site can't be reached because of the proxy. How do I figure out what the proxy is?

1. Use a VPN to create a tunnel outside of the library and go wherever you want after that. As an added bonus the library won't be able to monitor you and what you are doing. Try this: http://www.surfbouncer.com/
